AI assistant for public authorities, universities and training providers

Answers around the clock, based on your own regulations, information sheets and course material – processed on EU servers, with a data processing agreement, a published accessibility statement and a documented AI Act classification. For public authorities, universities, adult education centres, chambers and training providers.

Why AI projects start differently here

The evidence comes before the benefit

Before anyone discusses the use case, the procurement office asks about hosting, data processing, accessibility and AI compliance. Many vendors fail not on the product but on the paperwork.

Answering questions ties up staff

The same questions about deadlines, responsibilities and eligibility come in every day. The answers have long been written down in regulations, information sheets and guidelines – yet they are still given in person every time.

Official language is a barrier

Anyone who cannot phrase the question in the language of the information sheet will not find the answer. That affects people with limited German as much as everyone unfamiliar with administrative terminology.

For procurement

What tenders ask for – and what we can put on the table

The points below are not statements of intent but the status we can evidence. Where something is not yet complete, it says so.

Data protection and hosting

Processing and storage exclusively on EU servers via Microsoft Azure. A data processing agreement under Art. 28 GDPR is provided as standard and can be reviewed before signing. No training of AI models with your data.

Accessibility

An accessibility statement exists for nerilio.ai, measured against WCAG 2.1 AA, EN 301 549 and the German BITV 2.0. It openly declares the status as “partially conformant”, with the open points named. We tell you the current status rather than claiming full conformance.

AI Act classification

For assessment mode a worked classification exists: where the line runs between formative practice and summative assessment, which obligations follow from it and when they apply. We make those details available for your own review.

Sourced answers, not general knowledge

nerilio uses RAG technology and answers exclusively from the content you release – with the source shown on request. For an official answer, that is the difference between defensible and risky.

Co-determination

The staff council asks first: what gets logged?

An internal assistant counts as a technical system under German staff representation law. Whether that creates a co-determination right depends on the individual case – on whether data accrues from which the conduct or performance of individuals could be derived. In practice the delay rarely comes from the legal question, but from nobody supplying the details the staff council needs for a works agreement.

  • We provide those details in writing: what is stored, for how long, and who can access it
  • An admin can see conversation histories in the dashboard only with the users' consent – without it there is no view into individual conversations
  • Separate assistants per group: the internal one for service instructions is kept apart from the public information bot, with its own knowledge base and its own permissions
  • Involving the council early shortens the process considerably – on request we answer the questions directly in one of its meetings

This is not legal advice. Which form of participation applies depends on the staff representation act that governs you – the federal BPersVG or the respective state LPVG. At providers under private law the works council takes the place of the staff council.

Where the assistant is used

Answers for citizens

Regulations, information sheets, fee schedules and funding guidelines become conversational – around the clock, without waiting on the phone.

Further education and retraining

Guide course content, assess progress, prepare records. For funded programmes the assessment mode can be used – with you deciding on the result.

University teaching

Scripts, lecture material and examination regulations as the knowledge base. Students ask in their own words instead of searching folder structures.

Internal administration

Service instructions, process descriptions and rules answer themselves – particularly helpful for new staff and during cover arrangements.

Multilingual, because the audience is

You set the languages per assistant – German, English, Turkish, Arabic, Russian, Polish, French, Spanish, Italian, Portuguese, Dutch, Chinese, Japanese and Korean are available. The knowledge base stays the same, whatever language the question is asked in. For integration courses, multilingual citizen information and international degree programmes that is a setting, not an add-on.

Terms for public institutions

For universities, non-profit training providers, public institutions and authorities as well as research institutes we prepare an individual offer. Talk to us – good access to knowledge should not be a question of budget.

Have your requirements checked up front

Send us the requirements from your tender or procurement procedure. We will tell you which points we can evidence and which we cannot – before you put effort into a process.
